Certification does not change because the work moved indoors. What changes is where the inspections happen and how the evidence is captured.
Who certifies a building constructed in a factory?
The same Principal Certifying Authority framework applies. A certifier is appointed for the project and carries out mandatory inspections, with off-site work inspected at the factory at the relevant stages rather than on site. The building is certified against the National Construction Code exactly as on-site construction is.
The question sits behind most caution about modular, and it is a fair one. If the building is made somewhere else, who checked it.
The answer is that the certification framework does not change at all. What changes is the location of the inspection.
The framework that applies
A Principal Certifying Authority is appointed for the project. The building is assessed against the National Construction Code and the Building Code of Australia, against the conditions of the development consent, and against the relevant design standards for its class and use.
Mandatory inspections occur at defined stages. A certificate is issued at completion.
None of that is modified because part of the work happened in a factory. A building is certified on what it is, not on where it was assembled.
Where the inspections happen
Work completed off site is inspected off site. A certifier attends the factory at the stages where the work would otherwise be inspected on site, and inspects the same things.
This is where the argument for factory construction becomes a compliance argument rather than a programme one.
On a site, an inspection happens once, in whatever conditions exist that day, on work that may already be partly concealed by the time anyone arrives. In a factory, the work is at a fixed station, under consistent light, at a consistent height, with the sequence controlled.
Structural connections, waterproofing, services rough-in and insulation are all easier to inspect properly indoors than in a trench in the rain.
The evidence trail
Factory production generates records automatically. Which module, built when, to which drawing revision, inspected by whom, against what.
That traceability is difficult to reproduce on a site and it is straightforward in a controlled environment. For a certifier, an operator or a financier, it is the difference between being told the work complies and being shown.
What still happens on site
The foundations, the connections between modules, the marriage of factory and site work, the external works, and the services connections to the street are all site work and are inspected on site in the usual way.
A hybrid method has both, which means both sets of inspections apply. Nothing is skipped because something else was inspected elsewhere.
The single point at the end
The project closes with a single Occupation Certificate handover. One certificate, for one building, issued on the same basis as any other.
That is the practical answer to the concern. There is no separate or lesser pathway for factory-built work, and there is no gap between the two halves of the delivery where responsibility becomes unclear, because one accountable business carries both.
