Maintenance cost is driven by build quality, material selection and how accessible components are for servicing. A permanent building constructed to a controlled standard is maintained on the same basis as any other permanent building, and the decisions that reduce cost are made at design rather than in operation.
A developer optimises for build cost. An operator holding the same building for thirty years is paying for something else entirely.
For accommodation held long term, the build is a fraction of the total spend. The rest is maintenance, energy, and the cost of a dwelling being unavailable while something is fixed.
What actually drives maintenance cost
**Execution quality.** Most maintenance in the first decade is remediation of things that were not built correctly. Sealing, waterproofing, and the junctions between materials account for a disproportionate share.
**Material selection.** A finish chosen for build cost and replaced twice is more expensive than one chosen for durability. In supported accommodation, wear is higher than in ordinary housing, and specifications that work in a private dwelling do not always survive it.
**Access for servicing.** Whether a component can be reached and replaced without opening a wall. This is decided at design and it is invisible until the first failure.
**Energy performance.** A recurring cost every day of the building's life, and one of the few that compounds.
**Downtime.** For an operator, a dwelling out of use is lost capacity as well as a repair bill.
Where a controlled build environment helps
The first driver on that list is where factory construction earns its return over decades rather than months.
Waterproofing applied in dry conditions. Insulation fitted without gaps. Sealing completed and inspected before enclosure. Junctions built the same way every time to the same documentation.
These are not visible on handover. They are visible in year seven, in the difference between a building that needs attention and one that does not.
What is genuinely the same
A permanent building is maintained as a permanent building. Roofing, external finishes, services, fittings and fixtures all have their normal service lives and their normal maintenance requirements.
Nothing about the method changes the maintenance schedule of a hot water system or the repainting cycle of an external wall. Claiming otherwise would be misleading.
The design decisions worth making
Specify for the actual use rather than the general case. Supported accommodation carries higher wear at doors, corners, floors and wet areas.
Provide structural backing where fixtures may be added or moved later. Noggings behind linings cost almost nothing during construction and save opening a tiled wall a decade on.
Keep serviceable components accessible. Anything with a service life shorter than the building should be replaceable without demolition.
Design for the resident who will live there in fifteen years, not only the first one. This is the same principle that governs accommodation for older residents, and it applies to every stream.
Why the higher standard reduces it

A retrofit is the most expensive form of maintenance there is, because it is structural work in an occupied building. Provisions installed at construction cost a fraction of the same provisions installed later, and they do not take the dwelling out of service.
