One business is responsible for the project from feasibility through to Occupation Certificate handover, rather than a designer and a builder under separate contracts. Design runs in eight stages and construction in five, with site preparation and module fabrication concurrent. There is no interface between contracts for a problem to fall into.

What the split model actually costs
Under a traditional arrangement the client holds two relationships. A designer produces documentation, and a builder prices and constructs it.
The failure mode is predictable. Something in the documentation cannot be built as drawn, or can only be built at a cost nobody anticipated. The builder raises it, the designer defends the design, and the client is in the middle paying for the time it takes to resolve.
On a special-use project that risk is higher, because the compliance requirements are exacting and a documentation error can be a compliance error rather than a buildability one.
What one accountable business changes
The design is produced by the party that will build it, which means buildability is a design input rather than a discovery.
The compliance pathway is set by the party responsible for delivering against it.
The programme is owned by one party end to end, so nobody is holding a schedule that depends on someone else's assumptions.
And when something does go wrong, there is one entity answering for it.
The eight design stages
Design runs in eight defined stages rather than as a single phase.
Staging it does two things. It creates decision points where a client approves before cost is committed further, and it means compliance is tested progressively rather than at the end. For work that has to satisfy the SDA Design Standard, testing compliance late is the most expensive available option.
Each stage closes before the next opens, so the project always has a documented current position rather than a set of drawings at different levels of resolution.

Construction runs in five stages, with site preparation and module fabrication concurrent rather than sequential.
That concurrency is the source of the programme compression, and it only works because one party is sequencing both. Two contracts running two lines of work that have to marry to the millimetre is a coordination problem nobody should want.

What it means for a client
A single point of contact who can answer questions about design, compliance, cost and programme without referring them elsewhere.
A price that reflects a design the same party will build, rather than a price against documentation that will need clarifying.
Compliance owned rather than distributed. On special-use accommodation, that is the difference between a project that certifies and one that argues about who was responsible for a provision.
What it asks of a client
Earlier decisions. The model works because design and construction inform each other, and that requires a client engaged at the design stages rather than reviewing a finished set.
Clarity on the brief. A single accountable party can absorb a lot of complexity, and it cannot absorb a brief that keeps changing after construction has been sequenced around it.
The connection to everything else
Single accountability is why the programme compression is achievable, why the compliance path holds, and why the defect and warranty position is cleaner.
It is not a contractual preference. It is the mechanism the rest of the method depends on.
